A shipment date is not a construction start gate. Steel can arrive while anchors are wrong, the crane area is soft, field power is unavailable or the latest drawing is still under review. Mobilizing into that condition creates delay before productive work begins.

The pre-construction review asks one direct question: can the team start controlled work with the information, site conditions and resources available now?

Freeze the release basis

Record the signed contract, document hierarchy, approved drawing register, structural basis, permit register, responsibility matrix, baseline schedule and inspection plan. Add the named person who can release or hold mobilization.

Approved documents need revision control. A foundation drawing may be approved and still be wrong for the latest greenhouse column grid. Review coordination, not stamps in isolation.

Walk every owner-supplier interface

Inspect survey marks, finished levels, foundations, access, crane area, laydown, temporary services and permanent utility points. Record the drawing or acceptance criterion beside the field finding. A phone message saying “power is ready” does not confirm voltage, capacity, location or energization.

Link logistics to the work sequence

The Logistics sheet provides 18 rows for shipments or activities. Record required date, package and lifting data, access, storage, labor, equipment and prerequisites. This stops the schedule from treating delivery as one event when the site actually needs a sequence.

Confirm customs documents and consignee duties early for imported equipment. At site, decide how packages will be checked, stored and issued. Damaged or missing parts should enter a controlled record before the installation team needs them.

Use the 30-check start gate

Choose Ready, Ready with condition, Blocked or N/A. A critical Blocked item produces a stop signal. A conditional release needs the exception, risk, action, owner and due date. Avoid broad notes such as “finish remaining civil work.” Name the exact area, drawing, test and required result.

The workbook is useful at the owner-supplier-contractor readiness meeting. Review it again after any material design, schedule or site change. A start decision has a shelf life when its assumptions move.

Who should lead the pre-construction readiness review?

The owner or authorized project manager should control the decision, with evidence from the supplier, local designer, civil contractor, installer, safety team and utility parties.

Can installation start with open items?

Sometimes, if the open item does not affect safe or controlled work and the exception has a written treatment. Critical design, foundation, access, utility or safety gaps should remain blocked.

Is this the same as commissioning?

No. Pre-construction readiness controls the start of site work. Commissioning later verifies installed systems, integrated operation, defects and handover.
